But actually, those are two different guys! The man who tries to stop the burglar at the TV studio is Baxter Bigelow and the cop at the murder scene's name is Bernard O'Brien. At least that's what Official Handbook of the Marvel Universe A to Z Vol. 11 from 2009 says.

Slott's story follows a cop named Arthur who was chasing the Burglar who killed Uncle Ben from the scene where Spider-Man said "it's none of my business", and then puts that same cop at the scene of the Ben Parker murder, making him the same guy who tells Peter Parker that his Aunt May is next door.

The back up stories in Amazing Spider-Man #1000 are fun. I particularly enjoy @danslott.bsky.social's "I Can Never Rest", as it looks into the lives of other people who were around on the night that Uncle Ben got shot. As long as you don't look into it too hard.
