An interesting fact about the police reform package in 2021 is that everyone except police unions signed up to support it -- community groups, cities, counties, the chiefs, and sheriffs all supported the package.

If you're wondering why so few officers were held accountable after the protests, this is one of the reasons. It was IMPOSSIBLE to identify officers. This was a policy choice by PPB.

it needed to be CLEARLY visible and identifiable, and the public had to be able to draft a records request to identify the officer(s) afterward. The goal was to avoid anonymous policing, as was prevalent during the protests, which helped officers escape accountability because of no identification.

An example of this is on the uniforms bill, smaller departments were like we don't want to make it hard for people to identify us. We want them to know who we are. PPB wanted to be use a number system to first anonymize officers because of doxxing, so we gave them the number system but...

One other top-line that I recall was how many police departments wanted to distinguish themselves from Portland. A common refrain was "we're not like them (PPB)," This was important to note because when you write state policy, it's for everyone, and so we have to balance the laws.

We had to be thorough but fair, so we really leaned into bringing experts in to testify and then supplementing them with the public's feedback. I was most impressed by the nuance in every speaker and grateful that people were willing to express themselves openly. It ALL made a difference.

There were only some threads we could solve for at this time. We kept a list of bills for the special session, and then for the regular session. The regular session list was a LOT longer.

Each hearing unpacked a thread or threads that were prevalent to policing (what the protesters were asking for), misconduct (what we were witnessing), or whistleblowing (countless police officers came to us directly to tell us what they identified as problems with their own departments, management)

The committee was composed of Democrats and Republicans and the hearings required extensive behind-the-scenes production. Most speakers who appeared went through a pre-interview process. These hearings were must-see legislative TV.

I was a staffer in the legislature who helped produce the hearings and drafted some of the bills. In my role as Board Chair at CAIR-Oregon I nightly monitored the protests with others.
