Vienna is not that bad, austrian politics are kinda scetchy sometimes, but its a very nice city with nice people But my recommendation would be Bern or Luzern in switzerland. Beautiful city, payable rents (if you have a swiss wage that is) and probably the most lgbt friendly community.
