The Kafala system thrives even in times of extreme crisis, and employers are not held accountable for their unethical practices. Some workers say even when principal clients paid the contractor, the employer misused the opportunity and reneged on their contractual obligations.

On 25 April, Abbas was detained by CID officers at the Mall of the Emirates. Two Emiratis dressed in plain black clothes approached him, snatched his phone, & asked to see his Emirates ID. “They didn’t explain anything. They just told me, ‘come with me’. But I had already realised they were CIDs.”

The deportees told MRRORS that they saw hundreds of other Pakistani Shias inside detention facilities, jails, airports, & deportation flights. None of the migrants interviewed for this story said that they were allowed to pursue legal channels to challenge their detention & deportation.

The UAE has recently ratified the ILO’s 2014 Protocol to the Forced Labour Convention. While this is a step in the right direction, unless the Kafala system is dismantled, the eradication of forced labour would not be possible.
