Where to start? A smaller (350ish) elected 2nd Chamber with fixed 10 yr term. Pay members a salary, make it a full time job. Introduce electronic voting for both Chambers. Yes they will say it won't work there. So build a new Parliament in the middle of the country. Or don't do anything, again.
