(11) General Inter/erence with Organizations and Production
(a) Organizations and Conferences
(1) Insist on doing everything
through
"channels." Never permit short-cuts to be taken in order to expedite decisions.
(2) Make "speeches." Talk as frequently as possible and at great length. Illustrate your.
"points" by long anecdotes and accounts of personal experiences. Never hesitate to make a few appropriate "patriotic" comments.
(3) When possible, refer all matters to • committees, for "(urther study and considera-tlon." Attempt to make the committees as large as possible - never less than five.
(4) Bring up irrelevant issues as frequently as possible.
(5) Haggle over precise wordings of com-munications, minutes, resolutions.
(G) Refer back to matters decided upon at the last meeting and attempl to re-open the question of the advisability of that decision.
(1) Advocate "caution." Be "reasonable" and urge your fellow-conferees to be "reason-able" and avoid haste which might result in embarrassments or difficulties later on.
(8) Be worried about the propriety of any decision — raise the question of whether such action as is contemplated lies within the jurisdiction of the group or whether It might conflict with the policy of some higher echelon.

It’s at least open to debate whether it would violate the antitrust laws. Here’s Dave Lawrence, the former director of policy for the DOJ Antitrust Division, staking out why he thinks it would be ok:

I think it's important to be very clear-eyed about how antitrust law interacts with Al safety. And to be clear: antitrust law would not prohibit an agreement among competing Al companies to slow progress in order to reduce catastrophic risk.
The critical issue is the interaction between catastrophic risk and the ancillary restraints doctrine. Suffice it to say that catastrophic risks reduce output. They cut off all output should the catastrophe arise, and in the meanwhile they discourage investment. So agreements that prevent them increase output and promote competition.
The antitrust laws absolutely permit what would ordinarily be per se unlawful competitor agreements when they are subordinate and collateral to a productive joint arrangement that increases output. This is called the ancillary restraints doctrine and it is a critical exception to the per se rule (it's why competing fast food franchisees can 'collude' to buy ads for their hamburgers, ala the Big Mac). Suffice it to say that Al competitors agreeing on measures to reduce catastrophic risks
-if appropriately crafted-could certainly qualify.
The Antitrust Division previously took a similar position, publicly, on cybersecurity coordination among antivirus firms. It would be a good idea for them to reiterate that guidance. And it would be a good idea for states or the federal government to engage here, as the post below suggests. But the legality of any private arrangements will not depend on government blessing-the ancillary restraints doctrine protects procompetitive agreements whether or not the executive branch has weighed in.

Literally top comment on a random reddit thread I just opened:
I have heard this piece of shit's name every day for a fucking decade. I am so sick and tired of it.
I just want to never hear his voice or his name or see his face ever again. That's all I fucking want.
