A truly radical suggestion at this point would be to raise property taxes to match the city's actual needs. (Not to say there aren't areas where the city could be more efficient, etc, but I think that should be a separate conversation.)

Almost none of that $5B has been delivered. Kanata North BRT remains unfunded, the 174 upload isn't done, the LRT upload is theoretical, the Barnsdale interchange is in planning hell. So far we have a police station in Rideau where the police block the bus lanes. That's it.
