I watched Roger pitch in person dozens of times in his Sox heyday. I've seen the top tier pitch from Steve Carlton to Tarik Skubal. Roger was easily in the top three (Pedro better for peak skill) and was a special talent. But he's also a cheater who did not man up when caught.

My Aunt has lived in a rent controlled apartment in NYC since 1974. Her oven and stove date to the 1940's and it hasn't been painted since 1980. If she replaces an appliance or paints, it violates her lease and she can be evicted. Neither she nor the landlord can afford to make a move.
