American chestnut trees once dominated the eastern forests, providing essential food and shelter for wildlife. The arrival of a deadly fungus in the early 1900s wiped out billions, leaving only a few resilient survivors.

Efforts to restore these majestic trees have been ongoing for decades. Researchers have painstakingly collected seeds from the rare survivors and bred trees that might withstand the blight.

Journalist Seymour Hersh reports, citing unnamed sources, that allies of President Donald Trump are weighing a backup plan for the midterm elections that centers on disqualifying voters in Democratic precincts.

The first approach has hit a wall. Last month, the Supreme Court used its emergency "shadow docket" to let states tap a federal database built to check the immigration status of people seeking certain benefits, with voters in mind. Hersh says Republican leaders have now learned it will not do much to shape next month's congressional races. Federal law generally bars states from systematically purging voter rolls within 90 days of a federal election, though individualized eligibility checks are still allowed.

That is where Plan B comes in, according to an anonymous source who told Hersh the effort is now narrowed to five states where a few thousand votes could swing control of the Senate: Ohio, Texas, Alaska, Iowa and Kansas. Hersh says the election machinery in each of those states is controlled by Republican officials who support Trump. The idea described to Hersh is to have election deniers in those toss-up states use existing federal data, verified or not, to challenge thousands of votes in key Democratic precincts.

The margin needed would be small only if a race is close, according to Hersh's source. The insider told Hersh that in a close race, "you would only have to disqualify as few as seven thousand voters" in mostly Democratic precincts to change the result.

Hersh adds that Republican candidates are in trouble in Georgia and North Carolina, where Democrats are comfortably ahead in polling. He also notes that Trump told TIME he is not ruling out invoking the Insurrection Act or declaring a national emergency around the midterms. Hersh calls that Plan C.
