You should be able to access it all without the arp addon, but if you can't I've uploaded a rig tools plugin to the page that should give you access to any missing features to use on the rig

Some rig problems have been brought to my attention with the Imperial dragon and subsequently have been fixed! The Jaw to Neck weight painting has been smoothed out and the Tail has been given more bones for smoother deformation. Thank you for your patience.
