Raleigh law 13-3013 says it’s illegal for any person to use the bathroom in public in the city.

Why is there no law requiring high quality public restrooms so no one has to relieve themselves in public/outside?

Raleigh law 9-2025 says that as long as there's a twenty-four-hour emergency homeless shelter, it's illegal to camp or sleep overnight at any city park or street.

Are there laws requiring high quality, safe and adequate rooming availability? What if the shelter has no beds/room or isn’t safe? Where are people supposed to sleep then?

Why are there so many laws criminalizing homelessness but no laws preventing people from becoming homeless? (protecting people from evictions, requiring there be enough housing/shelters to keep folks off the streets.)
