Yeah this is one reason why the American "intelligence community" has been (until recently) surprisingly progressive on LGBT rights. Around the 90s (iirc) they figured it was better for them to try to include people, than to have an enemy country be able to use someone's orientation as blackmail

I think this was bad, obviously, but it's interesting to compare how minorities who arrived in Black Africa under French colonialism have been comparably unmolested (e.g. Lebanese and European communities of Côte d'Ivoire or Senegal) probably because the French left earlier and relatively peacefully
