Chicago's financial issues stem from years of letting the ultra-wealthy off the hook, and as we work to fix them, one thing is clear: you cannot blame and punish working people for a mess created by corporate greed. We're keeping our focus on long-term solutions, and those require accountability.

Asking large corporations and the ultra wealthy to pay their fair share is not an "attack" on them.

We're committed to building a safer and more accessible transportation system. By creating a dedicated bus lane on Michigan Avenue, we are reducing delays, improving service, and ensuring that the thousands of Chicagoans who rely on public transit can get where they need to go.

We're making it easier to access official documents in Chicago. The Birth Certificate Action Initiative is helping Chicagoans obtain their birth certificates at little to no cost, especially important at a time when Trump is attempting to add hurdles to the voting process.

Sometimes, police are not the right fit for someone going through a mental or emotional crisis. Now, Chicago's Crisis Assistance Response and Engagement program is available city-wide when you call 911 and request mental health professionals to respond to someone in mental or emotional crisis.

From the beginning, climate resiliency and environmental justice have been key priorities of my administration. From restoring the Department of Environment to expanding stormwater storage, I am grateful our work has contributed to our status as the most climate resilient city on Earth.

The growth in CARE responses since our citywide expansion reflects the demand for non-police response to mental health crises across our city. By choosing care over criminalization and treatment over trauma, we're investing in a safer, healthier Chicago.
1. Borderless: More Chicagoans are Getting Mental Health Help Through 911
Borderless sat down with the head of Chicago’s Crisis Assistance Response and Engagement program to explain the non-police service. By F. Amanda TugadeSeptember 22, 2026Environment and Health, Featured. Credit: Camilla Forte/Borderless Magazine/Catchlight Local/Report for America2. Borderless: Chicago’s Crisis Assistance Response and Engagement (CARE) program has responded to 51% more 911 calls since expanding citywide in May, according to data Borderless received from the city’s public health department. The program offers emergency assistance that does not involve the police to individuals experiencing mental health crises or behavioral distress.
...
Launched in six police districts in 2021, CARE expanded to serve residents across the city this spring.

“We solidified our commitment to prioritizing compassion over criminalization, treatment over trauma, and to meeting our people where they are with the support that they need,” Mayor Brandon Johnson said of the expansion in May.

The program has served over 2,600 people since its launch and has hired more staff to meet growing demand.3. Borderless: To receive CARE assistance, individuals must call 911 and explicitly request the service. If the request meets the program’s guidelines, a CARE clinician and EMT will arrive on the scene to help, [CARE Director Tiffany] Patton-Burnside said.

Eligible calls involve individuals who do not have weapons, medical issues, active substance use or plans to take their life by suicide, guidelines say.

The team also works with individuals who are not violent or a threat to themselves or others.
To understand a person’s needs, team members conduct mental health evaluations and other assessments.

Sometimes, “it could be as simple as having a conversation to find out what’s going on,” Patton-Burnside said. “We allow time and space for that.”4. Borderless: CARE vans carry bottled water and Subway gift cards, as well as toiletries, rain ponchos and jackets. They also have harm reduction kits, which include Narcan — a life-saving drug used to reverse opioid overdoses — and other medical tools to help prevent the spread of infectious diseases.

“Meeting just those basic needs will bring a person to a point of humanity again and feeling like themselves and able to process a little better,” Patton-Burnside said.

Staff also give referrals to other programs and resources, and sometimes drive individuals to food pantries and emergency shelters.

Additional mental health resources can be found at mentalhealth.chicago.gov. The 211 helpline connects Cook County residents to social services.
