#HamOnt Mayor Horwath launches Head of Lake Ontario Plan to protect Hamilton workers, businesses and families Seven-point plan responds to ongoing U.S. tariff and trade uncertainty with immediate municipal action.
Seven-point plan responds to ongoing U.S. tariff and trade uncertainty with immediate municipal action

HAMILTON, ON — Joined by business owners and the City of Hamilton’s three Chambers of Commerce, Mayor Andrea Horwath announced today the Head of Lake Ontario Plan,a seven-point municipal response to protect Hamilton workers, businesses and families, strengthen the local economy and help Hamilton weather the ongoing U.S. trade war.

“I can’t control what Donald Trump does. But I can control how Hamilton responds,” said Horwath. “The Head of Lake Ontario Plan is about using every tool we have to protect Hamilton jobs, businesses and families.”
The Head of Lake Ontario Plan includes:
1. Property Tax Relief
Commitment to holding property tax increases below inflation, providing greater certainty for families already facing rising costs and economic pressure.
2. Cut the Red Tape
Creating a Local Business Support Officer at City Hall — a single point of contact to help businesses quickly navigate available municipal, provincial and federal supports. One contact. Every available support.

3. Emergency Tax and Fee Deferrals
Developing emergency deferral options for City taxes and fees so a City bill is never the reason a struggling business closes its doors or a family falls behind.
4. Unite Hamilton — One Table, One Fight
Bringing together business, labour, manufacturers and economic leaders to identify emerging challenges, coordinate action and protect Hamilton jobs.
5. Hamilton First — Buy Local, Buy Canadian
Strengthening Hamilton’s local procurement approach to ensure public dollars support Hamilton and Canadian workers and jobs — including buying Hamilton steel, products, services and supplies wherever possible.
6. Relentless Advocacy
Continuing pressure on Ottawa and Queen’s Park for immediate relief for workers and businesses, First Port of Entry status for the Port of Hamilton, and Hamilton’s fair share of federal counter-tariff revenues.
7. Build Hamilton
Putting Hamilton’s historic $572-million infrastructure investment to work — building housing, creating good jobs and opportunities for skilled trades and apprentices, and keeping Hamilton moving.“Every conversation we have about tariffs needs to be a conversation about people,” said Horwath. “The impact of trade uncertainty doesn’t end at the factory gate. It follows workers home to the kitchen table.”

Hamilton has already taken action in response to U.S. tariff threats, including changing municipal procurement to prioritize Canadian suppliers and support local purchasing, convening tariff and trade roundtables with affected sectors, and taking Hamilton’s case directly to Washington.
The Head of Lake Ontario Plan builds on that work with seven practical actions Hamilton can take now to protect local jobs, support businesses and provide greater stability for the people who call this city home.

“I know that behind every shift cut, every order cancelled and every investment put on hold, there is a person wondering what comes next,” said Horwath. “A worker wondering if their job is safe. A small business owner wondering how long they can hold on. A family wondering what they’ll have to give up next if things get worse.”

“Tariffs are beyond our control. But the future of Hamilton is for us to decide, protect and build.”

“And when the uncertainty passes — and it will — Hamilton will still be building, making, growing and looking forward.”

#HamOnt Please see below an update to my earlier Statement on the Canada - U.S. Tariff Negotiations.
“Having heard the details from the Prime Minister, I fully agree with his decision to reject a bad trade deal, and I continue to support the Team Canada approach.

Hamilton is well positioned to help lead Canada’s economic diversification, strengthen interprovincial trade and national supply chains, expand direct access to global markets, and create opportunities across our steel, advanced manufacturing, agriculture, life sciences and other key sectors.

I have reached out to the Premier, as well as business and union leaders, and will continue those conversations in the days ahead as I continue to advocate for Hamilton’s workers and businesses.”

#HamOnt Please see my Statement on the Canada-U.S. Tariff Negotiations

The breakdown of tariff negotiations is extremely concerning for Hamilton businesses and workers. As a steel and manufacturing city with a significant agricultural sector, we know the uncertainty ahead will be stressful for many Hamiltonians.

The Prime Minister is fighting for Canada’s economic future, and I will continue to advocate for our federal and provincial partners to stand firmly behind Canadian workers and industries, so Hamilton businesses have the support they need as they continue to weather this uncertainty.

#HamOnt Please see below my Statement on the Ontario Land Tribunal ruling on the City of Hamilton’s Urban Boundary. @cityofhamilton.bsky.social
#HamOnt Please see my statement on the Ontario Land Tribunal ruling on the City of Hamilton’s Urban Boundary

The Ontario Land Tribunal decision flies in the face of Hamilton’s efforts to rein in sprawl and protect farmland and natural areas, which erodes our climate resilience efforts. It overrides decisions made by Hamilton’s democratically elected Council and takes the future direction of our city out of local hands where it belongs.

I have been clear and consistent about my position on Hamilton’s urban boundary. We fought hard for a responsible approach to growth that reflects what Hamiltonians told us they wanted: more housing within our existing urban boundary, increasing density and missing-middle housing while making better use of the infrastructure we already have, and protecting valuable agricultural lands.

The City of Hamilton’s legal team is now reviewing the OLT decision and will brief council on its implications and our options, if any.

#HamOnt Please see my Statement regarding the August 12, 2026 – City if Hamilton Property Standards Committee decision
Hamiltonians deserve to hear this directly from me.

For many years, I kept a painful and deeply personal part of my life private. As a legal dispute involving a property occupied by my former partner has unfolded publicly, I have watched silence leave room for assumptions that do not reflect the reality of why I stayed away. The truth is that I left an abusive relationship, and after criminal harassment charges and a no-contact order, I did what many survivors do: I kept my distance.

This has not been easy to speak about. It is painful, and it is frightening, and I know many people will understand what it means to carry something like this quietly for a long time.

I understand that, as the legal owner, I have responsibilities for this property, and I am committed to seeing them through. Hamiltonians also deserve to understand the painful circumstances that led us here.

I am speaking about this now because I cannot ask others experiencing intimate partner violence to reject shame and stigma while allowing that same shame to keep me silent.

In 2023, Hamilton City Council unanimously declared gender-based violence and intimate partner violence an epidemic in our community. I believe that means we all have a responsibility - not only to say the right words, but to respond to survivors with compassion, care, and understanding. Behind public issues and legal proceedings, there are often deeply human stories, shaped by fear, trauma, and the struggle to feel safe.

I am sharing this because I am tired of being silent. I want every survivor in Hamilton to know there should be no shame in choosing safety, in setting boundaries, or in telling the truth when you are ready.

I am disappointed by the Property Standards Committee’s decision today, but I respect the process and will continue working toward resolving the outstanding issues with this property and closing this painful chapter of my life.If any part of my story feels familiar to you, or if you are worried about someone you love, please know that you do not have to navigate it alone. There are people here in Hamilton and across Ontario ready to listen, help you understand your options, and support you in whatever comes next.
