I’ve worked with Bridget. She was an excellent Ambassador. She served in the toughest assignment the U.S. Government had, U.S. Ambassador to Ukraine during the war. Sure, he's making money off this! I don't know how it works, exactly. But one way might be to (once he gets those folks in the hands of another country) quietly encourage authorities in those countries to ransom certain deportees, and then split the proceeds with TRAMP.
