If not having servers in a territory were all that was needed for its laws not to apply to a website, almost no websites (social media platforms, porn sites, etc.) would be blocking any states or foreign countries at all. Offering services there (letting its people use the site) is usually enough.

before everyone loses their minds, I just got verified in Texas. Epic games owns the Kids Web Services process and the data retention policy is good plus GDPR compliant; they don't retain anything but the check completion. Fingerprinting your identity by your writing style probably more dangerous
