Table titled "Selected WTO+ and WTO-X provisions included in EU bilateral trade agreements". The table has chiefly two columns. The first column lists so-called WTO-plus issues, which are commitments going back to the WTO and merely adding additional obligations to them, such as in the field of tariffs for industrial goods or countervailing measures. The second column lists WTO-plus issues, which mean provision in EU trade agreements going beyond anything regulated at the WTO-level, such as in the area of competition policy or human rights. Information is based on an article published by Horn, Mavroidis, and Sapir in 2010.

We then show how political actors position themselves for or against EU actions and/or their domestic government. We find that GOVERNING parties, rather than blaming "Brussels" for illegitimate interventions as we expected, spend considerable effort defending their own actions. (3/7)

We study how EU actions "hit the ground" and show that public attention only spiked in 2020, when democratic backsliding was linked to budgetary transfers. This bears out the critical voices regarding the EU’s reliance on soft tools until 2020, as expressed by @rdanielkelemen.bsky.social (2/7)
