this effectively captures why i've always hated "PhD researcher", "doctoral researcher", etc and haven't been able to put my finger on it - being a PhD student is a valid thing and people needn't try to sidestep the term

hmm, i wonder if they had any expectations going into the work
text: The review, conducted by researchers from four UK universities known as the Action on Digital Device Immersive Conditions Team, did not establish causal links between screen use and specific developmental conditions. However, it was emphatic that “no under-twos should receive regular intentional screen time. Passive exposure is societally unavoidable, so adding deliberate use compounds risk without any meaningful benefit.”

big component of your etc is this (where regions are suggested as MCAs) which seems to determine a huge fraction of the portfolio being chunked up significantly in advance?
National ACE should determine the funding of all the organisations across the country that are nationally significant. The National Board would be advised by sectoral panels of experts. There should also be a stronger role given to ACE’s artform directors.

All other monies should be devolved to new local and regional decision-making boards. These will comprise local artists, representatives of local community organisations, local education representatives and representatives from local government.
