Ferguson's council approved a data center at the old Emerson campus last week, 4 to 3.
Opponents are circulating a referendum petition. Organizers say about 1,054 signatures would force the council to repeal the deal or send it to voters.
Sponsor Nick Kasoff says the city needs the money.
