Structural adjustment: damages, reparations and pathways to non-recurrence

Abstract
Beginning in the 1980s and 1990s, the International Monetary Fund (IMF) and the World Bank implemented neoliberal structural adjustment programmes (SAPs) across most countries in Asia, Africa and Latin America. SAPS imposed austerity, privatisation and economic deregulation and have been associated with severe negative impacts on human welfare, including (a) declining real wages and working-class consumption, (b) increased rates of poverty and basic-needs deprivation, (c) increased neonatal and maternal mortality and (d) reduced health system access. Structural adjustment also created conditions for increased financial outflows and drain from the global South through unequal exchange. This paper reviews evidence of these damages and proposes possible options for reparations and distributive justice. We argue that the IMF and the World Bank should be democratised and restructured—or otherwise replaced by alternative institutions—to prevent further harm.

"CO2 Fossil Fuels and Industry" saw a steady increase from 0 to 5 from 1850 to 1950, with a major rate of increase since the 1950s from 5 to close to 40 in 2025 with only minor dips in between (mainly during economic recessions). 
"CO2 Land-use" steadily increased from about 3 in 1850 to 6 in the 1950s, spiked to around 9 in the 1960s and has slowly come back down to about 4 in 2025, with several spikes and dips.
"CH4" slowly increased from about 2 in 1850 to 4 in 1950, saw a brief rate increase until 1980 when it reached around 6, and has largely resumed a flatter increase since then with some minor jumps since the 2000s, approaching 10 in 2024.

Boosting ICE funding is bipartisan. This column chart shows ICE funding from 2016–2025. In red are Trump budgets, from 2018–2021. In blue are Biden budgets, from 2022–2025. ICE funding went from $6.8 billion in 2017 to $8.4 billion in 2021, to $10 billion in 2025. The 2025 budget passed after Biden left office but largely continued 2024 funding. 7 out of 9 planetary boundaries breached. Not great!

The Planetary Health Check (PHC) report provides an assessment of the state of our planet. It is based on the Planetary Boundaries (PBs) – the nine processes that are known to regulate the stability, resilience (ability to absorb disruptions) and life-support functions of our planet. Each of these processes, such as Climate Change or Ocean Acidification, is currently quantified by one or two control variables. The 2025 PHC report concludes that seven out of nine Planetary Boundaries have been breached, with all of those seven showing trends of increasing pressure – suggesting further deterioration and destabilization of planetary health in the near future (Fig. ES 1).

Just as a blood test provides insights into a human body's health and identifies areas of concern, this Planetary Health Check evaluates the 13 measured control variables across the 9 Planetary Boundary (PB) processes to report on Earth’s stability, resilience, and life-support functions – the overall health of our planet. The 2025 assessment shows that seven of the nine PBs have been breached: Climate Change, Change in Biosphere Integrity, Land System Change, Freshwater Change, Modification of Biogeochemical Flows, Introduction of Novel Entities, and Ocean Acidification. All of these show increasing trends, suggesting further deterioration in the near future. Two PB processes remain within the Safe Operating Space: Increase in Atmospheric Aerosol Loading (improving global trend) and Stratospheric Ozone Depletion (currently stable).
