RESOLUTION URGING SUPPORT FOR RENT STABILIZATION TO PROTECT TENANTS AND PRESERVE COMMUNITY STABILITY  

… WHEREAS, Housing affordability remains one of the most pressing concerns among Lynn residents…;

WHEREAS, Housing instability may contribute to broader community challenges, including disruption to students, classrooms, and families, negative impacts on physical and mental health, and the weakening of neighborhood cohesion;

WHEREAS, Rent stabilization may help prevent displacement, provide predictability for tenants, & promote long-term community stability;

WHEREAS, Current Massachusetts law prohibits municipalities from enacting rent stabilization policies, necessitating action at the state level; and

WHEREAS, A proposed initiative petition for the November 2026 ballot and legislation currently under consideration by the [MA] Legislature both seek to enable rent stabilization policies, including limiting annual rent increases to the rate of inflation as determined by [CPI] or 5%,  whichever is lower; and

WHEREAS, These proposals include several exemptions, including for owner-occupied buildings with four or fewer units and newly constructed housing during an initial period, with the intention of protecting tenants and small-scale landlords while encouraging new housing development;  

NOW, THEREFORE BE IT RESOLVED, that the Lynn City Council hereby expresses its support for both the initiative petition entitled “An Initiative Petition to Protect Tenants by Limiting Rent Increases” and the legislation entitled “An Act enabling cities and towns to stabilize rents and protect tenants”...

We're glad to report that Mariola was NOT detained at her ICE appointment. She is with her son & in her community where she belongs! But this struggle is NOT over, as she was granted only a temporary stay. We will continue to stand together w/ Mariola & others facing similar threats of deportation.

"Despite previous statements by ICE that Mariola would be detained at her May 11 check-in, she was ultimately allowed to leave freely and is back with her son, in the community that rallied behind her these last few weeks.

"At yesterday's check-in, Mariola was notified that she would, at last, be receiving a 'Reasonable Fear Interview' to determine her eligibility to pursue fear-based relief in the US-something she requested over a decade ago. Mariola welcomes this opportunity to tell her story of why she fled Guatemala, where she and her family are subjected to systemic violence and abuse simply because they're indigenous, and why she fears returning.

Trump is attacking the social safety net while scapegoating immigrants. It's hard to see how the MA state government's action to undermine the right to shelter for homeless families isn't following suit, particularly when the Governor's office feeds a narrative that scapegoats immigrants.
