“the pilot’s goal is to measure the impact of lower speed limits on the safety of local roads.” #FairfaxVA #TwentyIsPlenty #SafeStreets #WarOnCars www.ffxnow.com/2026/10/16/fairfax-c…

Ingleside Avenue in McLean with a 25 mph speed limit sign (staff photo by Angela Woolsey) Fairfax County will soon start testing speed limits of 20 mph on select streets, more than two years after local governments in Virginia gained that authority. Starting this fall, speed limits will be lowered from 25 to 20 mph on 10 roads in the Dranesville, Mason and Providence districts, the Fairfax County Department of Transportation (FCDOT) announced yesterday. “Pilot roads were identified by FCDOT in coordination with the Board of Supervisors (BOS) district offices by considering several factors, including pedestrian activity, presence of sidewalks, marked crosswalks and transit stops [and] the presence of schools and other community uses,” FCDOT said. “… FCDOT also sought resident feedback when selecting roads for the study.” The roads included in the pilot study will be: > **Dranesville District:** > > * Douglass Drive from Georgetown Pike to Baron Road > * Baron Road from Randolph Road to Ingleside Avenue (small segment) > * Ingleside Ave from Baron Road to Dolley Madison Boulevard (Route 123) > > > **Mason District:** > > * Patrick Henry Drive from Leesburg Pike to Beachway Drive > * Peace Valley Lane on the west side of Justice High School > * Beachway Drive from Patrick Henry Drive to Nevius Street > * Nevius Street from Leesburg Pike to Beachway Drive > * Blair Road (segment), from Beachway Drive to Glen Carlyn Drive > > > **Providence District:** > > * Flagpole Lane from White Granite Drive to Borge Street > * Bushman Drive from Borge Street to Blake Lane > The finalized list mostly aligns with one that FCDOT presented last December for community feedback. However, two streets proposed in the Hunter Mill District — segments of Glade Drive and Pinecrest Road in Reston — didn’t move forward. According to FCDOT spokesperson Jennifer DeAngelis, Hunter Mill District Supervisor Walter Alcorn’s office opted not to have those Reston roads included in the pilot based on the public input provided late last year. “The survey results did not show sufficient community support for reducing the speed limit to 20 on those roads, so the Hunter Mill BOS office decided not to proceed,” DeAngelis told FFXnow. “However, Hunter Mill may select different pilot roads to take to the community when we do the next round of roads for the Pilot Study.” In addition, officials took into account the Fairfax County Vulnerability Index, which measures socioeconomic disparities based on income, education, housing, transportation and health care access, and other factors. FCDOT didn’t specify a start date for the pilot study, but the new speed limits will be in effect as soon as signs are installed, which could be as soon as next week, DeAngelis says. The Virginia General Assembly granted localities the authority to reduce speed limits on roads in business and residential districts with an existing cap of 25 mph in May 2024. In June, the Fairfax County Board of Supervisors gave county staff an official go-ahead to implement a pilot program that’s expected to eventually include streets from all nine magisterial districts. “After the first three pilot zones are installed, FCDOT staff will work with the remaining Board offices to implement pilot study zones in additional districts,” the department said, noting that the pilot’s goal is to measure the impact of lower speed limits on the safety of local roads.

Importantly, IMO, we have a new zoning code which now has transition requirements where different kinds of uses are right next door, a common condition in this and every city I know of #zoning
"TRANSITION TYPE A" a color screenshot showing a diagram of a small home on the left, then some plantings, then a larger building to the right which stair steps back away from the home. Two sections have some additional code details: "TRANSITION AREA" and "UPPER-STORY STEP-BACK" explaining the dimension required

There is some precedent here. There was a similar public discussion about this ten years ago, before my time on the Commission. Four nearby residents spoke against and the proposal was withdrawn www.cvilletomorrow.org/t-n-rezoning…
cvilletomorrow.org
The owner of T&N Printing in Charlottesville will need to submit more information before a city advisory group will make a recommendation on a rezoning for his company’s future expansion. The Charlottesville Planning Commission voted Tuesday to defer a rezoning at 209 12th St. NE from residential to light industrial after hearing several concerns from neighbors. “The character of the street will definitely change,” said Ann Mercer, a nearby resident. “T&N are good neighbors, but once the house is gone, there will be no one left to say they are good neighbors.” A single-family home currently sits on the property. A house next door at 207 12th St. is already zoned with the same industrial category that permits T&N to operate at the corner of Market Street and 12th. The owner of T&N has “imminent” plans to tear down the building at 207 but does not have any specific details for how 209 would be developed. “It might not happen next year, but I’d like to have it available,” said Lynwood Napier, who has owned the company since 1982. **Thank you to our sponsor** “While the Comprehensive Plan denotes the area as low-density residential for future land use, staff believes the expansion of the existing low-scale commercial development of T&N Printing is appropriate and harmonious with the surrounding area,” said city planner Carrie Rainey. **Your support matters!** We’re close to our goal of 100 new gifts to close out summer. Can you be 1 of the 14 more readers who will get us there? DONATE TODAY As part of the rezoning, T&N agreed in legally binding proffers that the only possible commercial activity would be photographic processing. They also proffered that any new structure would be no higher than the existing T&N building. “He doesn’t want to infringe upon the neighbors, but his business is at a point where it’s in need of expansion,” said Mark Kestner, an architect assisting Napier with the rezoning. “I think the proffers that are in place address the concerns that we heard from our neighbors at the community meeting in February.” Four people spoke out against the rezoning during the public hearing. “I don’t understand how it could make sense to make a change without plans,” said Jen Lucas, who lives at 217 12th St. NE. “As a neighbor who is two doors down, I would rather see 207 developed first, and if they need a change, ask for the rezoning then.” Commissioners wrestled with two conflicting goals. “We all feel housing is very important, but at the same time, we recognize the importance of local businesses,” said commission Chairman John Santoski. He agreed the discussion would be easier if there was a plan for 209. Commissioners asked Napier why he was asking for a rezoning without a specific plan. “I don’t think I’ll ever do anything with it, but I’m getting old,” Napier said. “That’s the whole reason behind this. I’m never going to upset the neighbors. I just didn’t want to wait. I want to think 10 to 15 years ahead.” Commissioner Jody Lahendro pointed out that another house on the other side of the street is also zoned for industrial use despite having a home on the property. “I understand the community’s concern and worry,” Lahendro said. “But what gives me pause is, as I look at the zoning map, I see that 208 is already zoned for industrial. There’s some rationale for alignment between the two sides of the street.” Commissioner Genevieve Keller said she was torn about how to vote because she wanted to sup-port an established business but didn’t want to potentially remove one house. “I’m not ready to vote for approval without additional proffers, but I can see supporting this be-cause business retention is as important as housing retention,” Keller said. The commission deferred the item until the regular June meeting so more details about how the property might be developed can be submitted. In other news, commissioners recommended approval of a special-use permit to allow a daycare and elementary school at 209 Maury Ave. and three neighboring properties. An existing home built by Eugene Bradbury in 1910 will be renovated for use by the International School of Charlottesville beginning with the 2018 school year. A new 6,500-square-foot building would be constructed, as well. The International School currently operates at 830 Monticello Ave. and recently got permission to operate a second facility at 750 Hinton Ave. If the permit is approved, the new facility would consol-idate both into a school that could have up to 150 students. ### _More local news_ Charlottesville Tomorrow is a nonprofit newsroom. "Conceptual Renderings" This is a color rendering of how the building will look from someone walking east along the sidewalk next to the new building. There is a tree, some shrubs, potted plants, lots of stone and brick paving, outdoor seating, and a large contemporary brick structure with lots of clear glass on the first floor. The building is set back quite a bit from the street, maybe twenty feet. Overall the effect is bland but inoffensive, at least to my eye. Very beige.

The location is a very complicated and prominent one, historically a lovely old hotel serving railroad passengers nearby, now a giant surface parking lot on the most prominent road in the City. Notably this site backs up to the first public housing built in the City, Westhaven.
"Context Map1" we have an overhead photograph showing the site outlined in red, mostly surface parking with a small building towards the rear, railroad tracks to the east, a large bridge to the south, large student housing complexes to the west and south, and a very large plot of land to the north with smaller townhouses. To the southeast is a very large surface parking lot with a small building near the union of two railroad lines: Union Station.

To carry 50,000 people per hour in each direction, a city needs a 175m wide road for cars. Even if those cars are electric. And then there’s all the parking. OR a city can move A LOT MORE people in a lot less space, with A LOT LESS public money, emissions, pollution, noise etc. Choices. Simple.
Graphic showing a single lane 9 m wide track for metros, a 35 m wide road for buses with four lanes, and a 175 m wide road for cars with seven lanes, making the point that one single track of Metro replaces seven lanes of car traffic. Mobility in cities is about space.
