IIRC, there was a pilot program in a couple of cities with Obama, the city, and I forget who else. They got the numbers almost to 0. They pointed out that true zero isn't possible with new people moving in, and some honestly don't want to leave.

I was really upset when he ran against Obama & compromised his political stances on many areas to appease the GOP base. He's one of the few Republican politicians who I would've gave serious thought by the issue. He wasn't perfect but he was a good man that put service to his country first.
