Following Apolinario's death, the state's ag dept cited the migrant labor housing camp for being overcrowded and unsanitary. Its authority is limited, and inspectors didn't look into his death. Workplace safety officials didn't either. Police closed their case in 3 months.

There's a lot I don't know about Apolinario (not for a lack of trying). But in Michigan that's par for the course with farmworkers, who play a key role in the state's ag economy while facing substandard housing, social isolation and difficulty accessing health care, experts say.
