(3/n) For an institution that is often accused of lacking democratic accountability - the #EuropeanCouncil is not accountable to any other EU institution - reporting happens via national channels.

(2/n) We find several differences, formal and informal ones; but once an external crisis hits the EU, we find convergence in the extent and way of reporting.

4/4 👉 Breaking a promise made earlier is not how an institution that relies so much on trust, informal norms and commitment can function. If the other national leaders let the Orbán tactics prevail, #EUCO might end up in paralysis - and with it EU policymaking more broadly

Lucas Schramm @lucasschramm91.bsky.social · 26/03/2026
3/4 👉 Here, Orbán earlier in March did something unprecedented: He stepped back from a promise he had made in December last year, namely, not to block the EU‘s support package for Ukraine, which would not cause financial liabilities for Hungary anyways

2/4 👉 Tough bargaining, the pursuit of national interests, and veto threats have always been part of #EUCO politics. However, for #EUCO to remain effective, leaders must exercise self-restraint in not exaggerating domestic problems and exploiting the goodwill of others

The #EuropeanCouncil earlier this month ended with Orbán blocking the EU‘s €90bn package for Ukraine. So good, so normal (unfortunately). But something is different with this latest #EUCO blockage, I argue in this new piece for Verfassungsblog verfassungsblog.de/a-deal-is-a-... Three takeaways:

normatively, this study demonstrates that the European Council - despite the national veto power - is not doomed to failure. Rather, it depends on its members sticking to and enforcing key norms of cooperation.

Lucas Schramm @lucasschramm91.bsky.social · 10/11/2025
empirically, we conduct two case studies where an individual member arguably violated cooperation norms: David Cameron in the run-up to the Brexit referendum by asking for too many concessions, and Viktor Orbán in the EU's assistance to Ukraine by refusing to show goodwill.
