The result would therefore likely fail to support cohesion and farmers, fail to invest in the future, and fail to free national funds. In short, a budget and a decision-making process that fail to give life to any political vision of the future of the Union. 6/6

Louis Drounau @louisdrounau.eudemocracy.eu · 13/10/2026
Because of unanimity, the most likely outcome, akin to the recent Irish proposal, is a budget that is too large for frugal countries' efforts to slim it down, and far too small to support both cohesion/agriculture and new investments needed for the Union's future. 5/6

The Friends of Cohesion comprise at least 16 member states (63%) and 230 million citizens (51%). By contrast, the frugal camp counts 6 member states (22%) and 132 million citizens (30%). 4/6

The MFF pits "frugal countries" against "friends of cohesion". The former want to keep the EU's budget "affordable" and focus on defense and competitiveness, while the later support a larger budget allowing spending on new priorities without axing cohesion funds and agricultural support. 3/6

Beyond usually identified issues of security or migration, one of the main drivers of Euroscepticism — and of the far right in general — is citizens' feeling of democratic dispossession — a sense that they are "losing control" of their institutions and of their country. The recent regional elections in Germany confirmed citizens' growing support for parties that oppose the EU and further harmonisation.

This feeling of dispossession has been exacerbated by the growing number of decisions taken at European level, either by European institutions or by member states themselves — a development entirely justified by the intensification of geopolitical conflicts and tensions.

However, this expanded role of European-level decision-making has not been accompanied by a corresponding increase in citizens' knowledge of and involvement in European politics — politics remains primarily a national affair, with national leaders and parties at the helm.

As a result, citizens increasingly see decisions being made by institutions and leaders they do not know, which breeds frustration, anger, and resentment. This same feeling already led to Brexit, and should not be overlooked.

The Rhine Group's call for more Europe-wide action must be accompanied by a clear political pillar highlighting the path for more Europe-level democracy, or they will breed additional popular rejection for the European project.

The solution to this problem is nothing new: we must strengthen the EU’s representative democracy. This idea is fully in line with the principle of subsidiarity: decisions must be made at the most appropriate level, and democracy must be guaranteed at all levels. B…
