I think a lot of the specific category of aggressive mentally ill people that Ellie is talking about do genuinely need intensive inpatient care and as part of the duty owed by society to its constituents should get it, but also you start asking for another round of levies and people balk.

It's kind of a mess in the city because on the one hand I think people do genuinely want to help and as a municipality it throws quite a bit of effort at improving the lives of the homeless but on the other hand the efficient but expensive solution of housing them is firmly out of reach...

As much as I like community gardens, they are at best adjuncts to the normal agricultural process and at worst functionally ornamental and while smallholding gardening has a long and storied history, it was also very firmly a *supplement* to the primary farming of staple grains!
