Mostly because there's nowhere to hang out without taking a car. And gas is expensive, so you only drive if you need to go somewhere, or you've planned an outing. Ergo, there's no reason to go outside and talk to people on a whim. (Also Suburbs, despite their density, are exceedingly anti-social.)
