HC Richardson's newletter today. More grift. October 9, 2026 heathercoxrichardson.substack.com/p/october-9-...
Looking back today at stories of corruption involving Trump’s son-in-law Jared Kushner, former secretary of homeland security Kristi Noem, and so on, Chris Hayes of MS NOW explained that Trump’s inner circle “works a lot like a crime family…. [E]veryone gets their fiefdoms. They can get their beaks wet. But they’ve always got to make sure they’re giving the boss his due.”
On Tuesday, Samantha Subin of CNBC reported that just days after Palmer Luckey joined the Pentagon’s new Project Meridian, set up to report on the military’s future needs, the company Luckey co-founded—Anduril—landed a $2.9 billion contract with the U.S. Navy. And today, Reuters reported that Kalshi is investigating suspicious trades having to do with Trump’s selection of Katie Zacharia as the new White House press secretary.

AI Overview

Yes, President Donald Trump signed a major bipartisan sanctions bill targeting Russia, and then partially eased some of those restrictions weeks later.

Recent Actions on Russia Sanctions

• The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026: On September 18, 2026, Trump signed this sweeping legislation into law. It targets Russian energy and defense sectors, financial institutions, officials, and the "shadow fleet" of tankers used to evade restrictions, while authorizing up to 100% tariffs on countries that continue buying large volumes of Russian oil and gas.
• Temporary Easing on Diesel: On October 9, 2026, following a phone call with Russian President Vladimir Putin, Trump announced an agreement to import hundreds of thousands of tons of Russian diesel to help lower soaring fuel prices ahead of the U.S. midterm elections. The U.S. Treasury Department immediately issued a temporary general license to ease sanctions on Russian diesel exports.

From H C Richardson's newsletter. I keep wondering HOW CAN THIS HAPPEN? Trump, as president, is opening trying to BUY votes, and there no consequence of this illegal action. Nothing. Crickets.
Trump continued: “Because I delivered on this very important issue for the American People, they can also rest assured the highly popular $5,000 Trump Dividend will be distributed to every U.S. Citizen if, and when, the Republicans win the Midterm Elections!”

The fact that he is openly using taxpayer money to buy votes in the election suggests just how worried Trump is about Democrats winning control of Congress in the upcoming midterms.

Heather Cox Richardson newsltr. Trump once more takes the power of the purse from Congress, and no one says BOO. October 4, 2026 heathercoxrichardson.substack.com/p/october-4-...
On Friday night, just before 11:00, Trump announced that his administration “will, immediately, begin sending ‘Checks’ of nearly $100 to over 20 MILLION wonderful Seniors to help pay for their Medicare Part B premiums, which we have already reduced by significant amounts. This money will come from the Medicare Improvement Fund, a pointless ‘Slush Fund’ that has only been used by Dumocrats in Congress to pay for the Waste, Fraud, and Abuse for their Special Interest friends, and drive up Healthcare costs.”

Congress established the Medicare Improvement Fund in 2008 to enable improvements to the program and periodically adjust payments to healthcare providers. A Republican congressional aide told Dan Diamond of the Washington Post that lawmakers had been planning to use the fund to help fund several health programs this year, and were taken aback by Trump’s announcement.

Trump is deeply unpopular and running strange, propagandistic advertisements is not likely to change that fact. But the wisdom of the campaign notwithstanding, the real problem with this is more legal than political. It is against the law to use taxpayer dollars for propaganda and explicitly partisan purposes.

“This may be felony criminal theft and conversion of government property for political campaign purposes,” Representative Jamie Raskin of Maryland, a Democrat, wrote on social media. “It is a Hatch Act violation for any government employees who worked on it or used government resources to make it. It is blatantly unethical under numerous federal ethics provisions proscribing the use of government resources for political campaigns.”

This lesson is lost on Trump, a man who does his dead-level best to end-run process and attempt to simply decree the result. In his mind, process is woke. Why compromise with Congress when you can simply write an executive order? Why go to Congress (much less NATO or the U.N.) when you can just order troops to war? To use the language of the new right, why not just “do things”?

But as we watch Trump flounder and fail, the flaws of rule by decree are obvious. He has no lasting legislative legacy. Many of his most important policy priorities are the legal equivalent of vaporware — they’ll be repealed the instant a new president is in office.

His war is floundering and failing as well, at least in part precisely because he skipped the constitutional process (the war would be difficult under any circumstances; Trump made it more difficult). A disgruntled nation (and disgruntled allies) is unwilling to bear the burden of a fight that it didn’t ask for and that was imposed on it without its consent.

Last year, an H.H.S. official directed the C.D.C. to award a no-bid contract — a rarity for the agency — to Rensselaer Polytechnic Institute to explore whether immunizing pregnant women would lead to autism in their children, a theory that Mr. Kennedy has espoused but that has been debunked by numerous studies. To pay for the research, the C.D.C. took $362,000 from a program that provides free vaccines to about half of American children.

“There is no shortage of good days. It is good lives that are hard to come by. A life of good days lived in the senses is not enough. The life of sensation is the life of greed; it requires more and more. The life of the spirit requires less and less; time is ample and its passage sweet. Who would call a day spent reading a good day? But a life spent reading -- that is a good life.”

Opinion Guest Essay Trump Has Untethered Himself From Reality NY Times gift article. Read to the end for what medical specialists say. www.nytimes.com/2026/09/15/o...
On April 30 of this year Senators Sheldon Whitehouse and Jack Reed, Democrats of Rhode Island, placed in the Congressional Record a statement by 36 prominent medical specialists questioning Trump’s mental fitness for office: “We are compelled to warn of a president of the United States who is increasingly a danger to the public.”

Acknowledging that they had not examined the president face to face, the specialists wrote:

We have closely followed his behavior and his statements over the past year. Objectively observable signs of serious medical concern include: marked deterioration in cognitive functioning, evidenced by disorganized and tangential speech, rambling digressions, factual confusions, unexplained sudden changes of course in strategic matters, both national and international, episodes of apparent somnolence during critical public proceedings.

Grandiose and delusional beliefs, including assertions of infallibility, imagery of himself as pope suggestive of a divine mission, being a mythical warrior hero, depicting himself as combat pilot — dropping feces on civilians, and claims that his decision-making authority is unlimited — with no need to consider domestic and international laws and constrained only by his “own morality.”

Republican Rep. Thomas Massie of Kentucky moved Tuesday to impeach Secretary of Defense Pete Hegseth over the war in Iran.

Congressman Massie, a long-time critic of the Trump administration, read the articles of impeachment aloud from the House floor just after the chamber convened at noon. Massie alleges that Hegseth has waged the Iran war illegally, among other "high crimes and misdemeanors."

Massie alleges that Hegseth initiated the conflict unlawfully, defied Congress' order to withdraw from the conflict and incurred unnecessary civilian casualties.

It’s crazy to think about Donald Trump outrunning anything.

But in legal terms, the president is an Olympic-class sprinter. He breaks the law so fast that the law is left in his orange dust.

Trump is an outlaw. And our system was not built for an outlaw in the Oval.

He zeros in on loopholes in the law and the system that are based on trust and the assumption that our leaders — and their families — will be not be voracious scam artists.

And how was Florida killing wokeness? Through a wave of censorship that would make many of the most woke college administrators blush. It passed a statewide speech code that purported to ban critical race theory but in reality unconstitutionally violated the free speech rights of professors and corporations in the state. It passed a different speech code that sharply restricted discussions of gender and sexuality in public schools, and it retaliated against Disney when the company objected to the policy.

A federal judge has struck down a Trump administration ban on immigrant visas for people from 75 countries, ruling that it violated federal immigration law by discriminating on the basis of nationality. Earlier this year, the State Department halted immigrant visas for individuals from Afghanistan, Brazil, Yemen and other countries. By the numbers, the new strategy has worked. ICE arrests hit a new high in July. Deportations are on track to be higher this fiscal year than last one, and removals of people seized inside the country could easily reach new highs. Alligator Alcatraz, as a Florida detention facility was known, closed in June, but the number of immigrants held in detention by ICE has grown by 75 percent since President Trump returned to office in 2025. In 2024, ICE’s operations and support budget was under $10 billion; in 2025, Trump’s signature policy legislation helped allocate more than $70 billion in additional funding to the agency, including $45 billion to expand detention capacity. ICE is now the country’s best-funded law enforcement agency. “We have never seen the detention system anywhere near this scale or size,” said Aaron Reichlin-Melnick of the American Immigration Council. “And it’s really crucial to understand that this is a decade-plus-long operation as they are planning it.”

The surest sign of democratic collapse is the unwillingness of an elected political party to leave office. The party rewrites laws and changes election rules to prevent its opponents from gaining power. The shift often starts slowly but can ultimately end in autocracy.

President Trump has taken worrisome steps down this path since returning to office in January 2025. He has directed Republican-run states to enact newly gerrymandered maps to increase the chances that Republicans maintain control of Congress even if they receive fewer votes this year. He has tried to pass legislation that could keep many eligible voters from voting. And he has sent signals that he may use the power of the federal government to disallow legitimate ballots this fall. On July 16, Mr. Trump took the remarkable step of giving a prime-time White House address devoted to lies and misleading statements about voter fraud.

The Trump family’s crypto business exemplifies all of the sleaziest aspects of the president’s code of conduct, if we can call it that.

It is almost certainly unconstitutional and may well be illegal. Estimates vary, but according to a cryptocurrency analytics firm reported on in The Times, the Trumps made at least $1.4 billion, and their investors lost nearly $4 billion from purchases of Trump-linked crypto. These purchases have — let’s say — coincided with pardons, dropped investigations and favorable regulatory decisions.

This crypto scheme is central to President Trump’s personal agenda: to use his office to vastly increase his and his family’s fortune.

Sad quote from Heather Cox Richardson's newsletter on the swearing in of Todd Blanche. Trump continues to destroy the American democratic system and justice under the law.
Retired conservative judge J. Michael Luttig told MS NOW: “Todd Blanche now becomes the symbol of Donald Trump’s corruption of the rule of law in America and the actual ruin of the Department of Justice of the United States. This is another shameful act of acquiescence, if not obeisance, by the Senate Republicans; they will bear this badge of shame the rest of their lives.
Never before in American history has an attorney general been confirmed who was as corrupt as Todd Blanche. The Department of Justice is already in shambles.”

From NBC News: No, Donald Trump is not ordering sailors to sign non-disclosure agreements to come ashore. This claim originated from a viral social media rumor on platforms like Threads and Facebook regarding the USS Abraham Lincoln, which is satirical or entirely fabricated. While the Trump administration has proposed general non-disclosure agreements for federal workers and required select military officials tied to specific Latin America/Caribbean operations to sign NDAs, there is no official order forcing regular sailors to sign NDAs before leaving their ships.

I personally feel any law enforcement group with so many documented video instances of inappropriate and illegal use of force, and anger management issues, should NEVER be given this tool. Let them master wearing body cams first. They are bullies and thugs. From NPR.
Immigration and Customs Enforcement plans to equip its officers with high-tech gloves that deliver electric shocks to people they are trying to detain, according to plans posted by the Department of Homeland Security this week. The devices, known as the G.L.O.V.E., or Generated Low Output Voltage Emitter, could cost DHS as much as $20 million. It delivers an electric shock upon contact with the skin when the wrist button is activated. Demonstrations indicate that the gloves inflict pain. Naureen Shah, ACLU's director of policy and government affairs for immigration, raised concerns about whether ICE officers are adequately trained to handle such devices, especially with the agency's effort to rapidly hire more than 12,000 officers within a year.

From NPR today. Lots of $$$ for National Guard in DC. No result on crime. Trump wastes our tax money yet again to mis-use the National Guard.
Today marks a year since thousands of National Guard members began patrolling the streets of Washington, D.C., as part of the Trump administration's anti-crime mission. The armed troops' presence in the nation's capital has since been quietly extended to Inauguration Day 2029. marking the longest and largest National Guard deployment under this administration. President Trump ordered the deployment in the nation's capital last year after declaring a "crime emergency" and launching the D.C. Safe and Beautiful Task Force, despite violent crime being at a 30-year low. The nonpartisan watchdog Project on Government Oversight estimates that this deployment will cost around $3 billion by 2029, and multiple studies have since found that the National Guard's presence has had no effect on violent crime.
