It means we can't draw any conclusion when a leader says, 100% correctly, that they can't guarantee a future action or non-action by another country. Any country. For countries that have done crimes inside other countries -- we'd have to cut off most large nations, especially the USA.

I've been pointing out the error in this statement - "Carney says he cannot guarantee India will no longer be involved in crimes in Canada." Since that is impossible not to have that position and be rational then it makes no sense to say we have to wait until he can guarantee it.
