As you can see, Russia is definitely preparing for peace, with another 41% hike in Defence spending in the 2027 budget. In fact it's probably more as all the other budget increases are probably linked to war, except education. The line which didn't translate is "Housing"

The Lithuanian Ministry of Foreign Affairs has also proposed another mechanism: requiring cultural figures to sign a public declaration condemning Russian aggression and supporting the territorial integrity of Ukraine. Refusal to sign would mean a ban on performances in the country.
