I use paint tool sai and just use a half tone PNG texture I edited.

I go through a manufacturer (wooacry). There's a template you can use to make sure the art fits the shape, i went with lineless as the way it prints on the fabric would make any lineart too blurry. I always order samples just in case I don't like the quality (had to do that recently with a standee)
