After all my troubles, reinstalling Windows and tweaking settings, I think I might be able to record TS4 content again. I had to hard cap my game at 60 fps and tweak a bunch of settings so it wouldn't drop frames (it did in the video, even though the OBS stats were perfect and the game looked fine).
