Probation’s budget presentation at our September POC meeting provided valuable insight, but it also underscored an important question: Are our public resources reaching the people Probation is meant to serve? Transparency is an important first step. Accountability must follow.

At our August meeting, L.A. Probation presented its new model for adult field supervision. The new approach aims to connect people on probation with officers and services within their first 30 days. All while dealing with staffing shortages across adult field services and juvenile facilities.

At the POC's 7/9/26 meeting, Commissioner Tyrique Shipp highlighted barriers that have prevented youth from receiving visits from their loved ones and acknowledged the Probation Department's new visitation policy and cultural shift toward treating family visitation as a priority—not a privilege.

At the POC’s July 9, 2026 meeting, the Commission received an update on Probation’s Intake Detention Control process, an area the POC has worked to advance for years by requesting and analyzing intake data to promote transparency with the courts.

At our 6/11 POC meeting, Probation Chief Viera Rosa stated that probation data should be reviewed by an independent 3rd party to ensure accuracy and measure outcomes. We support this approach. Independent review ensures data integrity and informing decisions that improve outcomes for young people.

At our 5/11/26 Probation Oversight Commission meeting, L.A. County Probation reported that data they provided about staff who “no show” at work was not being captured correctly. Accurate data is not optional, it is the foundation of transparency, accountability, and informed decision-making.

At our 4/9/26 POC meeting, Laura Ridolfi from the Burns Institute highlighted that 63% of youth currently detained in LA County have low or medium LADS scores. These youth should be recommended for release, not detention.

At our 3/12/26 commission meeting, Charles Walden was moved by the presentation on youth with developmental disabilities and he shared a powerful comment on the urgent need for resources for youth and the harms caused by long term detention of youth with mental illness and disabilities.

Research shows youth in detention who receive regular family visits have fewer behavioral incidents, better mental health when they return home. Yet nearly 30% of incarcerated youth receive no family visits at all, often due to transportation barriers or restrictive facility policies.
