The part that implies consent is the pornography part. afaik NCMEC, one of the biggest NGOs about this kind of crime area has urged people to stop saying CP in favor of CSAM and CSEM to make it more serious and focused in what it actually is.

Like sure it's illegal in Canada, UK and other Commonwealth countries, essentially, but I have kinda witnessed reports on these countries that the police care much more about real cases than fiction, as they should.

I can correct you on that, The Japanese for pedo is either shōniseiaisha (one who loves children), or pedofairu (loanword). Lolicon when it's used for that, is like some tabloid trying to clickbait. The ties to the book for the word ended in 1980, when the art form emerged.
