OK - so three important facts here that seem to have escaped the Italian Government and the Hysterical Right across Europe: 1. Ceuta is not in Spain 2. Ceuta is not in the Schengen Area 3. Half of these people have returned home -with a high likelihood of the rest following as they realize point 2.
