Die Unis selber bekommen das Geld aus dem Landeshaushalt. Der Senat möchte/kann aber die Finanzierung über Schulden nicht selbst übernehmen. Landesregierung haben nie Lust auf Investition. Soll die nächste Legislatur Übernehmen. Privatisierung ist da ein schneller Ausweg.

The US has plenty of refinery capacity for heavy crude. Venezuelan oil was imported in the past, but after the embargo Canada picked up the slack. In the future the more expensive Canadian supply can be replaced by oil from Venezuela and some of Trumps cronies skim the profits.
