Scotland too has been deeply infected by its ruling class's greed, which leapt on board the imperial bandwagon, and this too leaves racist scars. Scotland's independence movement, essentially anti-colonialist at heart, is counter weight that England doesnt have. So Reform has strong opposition here.

England, like the USA, had vast span of the post war decades to educate their own peoples, especially through the education system and mass media, about the evils of empire, slavery and colonialism and the scars of prejudice left behind. Instead both countries STILL choose to embrace colonialism.
