The terms of the constitution allow for agreed procedures under Article 25. Perhaps the Democrats should demand a foreshortened process if this happens again. If Trump is unable to understand his Constitutional duties, he should not be in office.

These limits on executive action are set forth clearly in the constitution, are reinforced by the 1974 Impoundment act and have been supported by the Supreme Courts rejection of the line item veto. This is not the first instance of deliberate violation by Trump— see impeachment in his first term.

An authorization. If Congress has said there will be D.E.I. offices or USAID (both true) the executive must have them as described until either the authorization or appropriations fails. Trump cannot do this unilaterally no matter how much he dislikes the law.
