It's maybe not the ideal solution, but I'd recommend to duplicate the mesh, delete from that duplicate all shapekeys you dont want to propagate to, then propagate your edit and transfer the shapekeys back onto main.
It's not a two-click solution, but it's saved me a fair bit of blending from shape.
