I mean build locally as in, on a computer you control, and deploy manually as in, take that asset and upload it to your cloud provider or host machine.

These are the first two questions I ask myself before reaching out to anyone but it probably took me 3-5 years to develop it sufficiently. "This meeting could have been an email" I'm guessing is 90% of this type of meeting too.
