Reporting on underfunding is really important: "you're the man." I think we need reporting on which districts are using their money for effective practices. Not by indirection: not by comparing their expected results, but by analyzing what they are actually doing. Chenoweth started that dialog...

In Minnesota, districts ask for money they ask for enough money without any commitment to translate that money into effective practices and without accountability. The argument for more money would be stronger, if combined with concrete plans to use that money to implement effective practices.

It should be crystal clear that our failure to provide adequate outcomes to students of color, lower income students and English language learners derives from multiple failures. In adequate funding, systemic lack of effective practices and professional development, and supportive accountability

This is great work. In the meantime, neither political party is doing anything meaningful to provide the students who need public education the most, an adequate education. A seven year long effort is seeking to "integrate" MSP failing schools, but nothing to reform the education they provide.

I read the Atchison and Damon article carefully. It seems that they identified inefficiency by comparing how the schools were doing compared to the results expected using a cost model. I'd be more persuaded if they also examined what more successful schools were doing to the less successful.

Yes. EBF yields inadequate funding estimates. Perhaps this reflects errors in identifying what is necessary to deliver adequacy. Or it reflects fear that states won't purchase services if the costs are too high. Nonetheless, cost models should show what adequate funding can buy.

Jerry Von Korff @jvonkorff.bsky.social · 06/08/2026
I'm becoming convinced that evidence based funding ala Odden and education cost models should be merged as two windows on the same issue. Arguably EBF keeps total costs lower to justify consulting contracts. Perhaps a weakness for costing models is that they don't connect to what they will buy.

Thanks. I've downloaded both articles; they are really helpful. What does your research say about the extent to which districts in progressive states actually use the additional funding for the most effective practices. Are there states that accountably incentivize expansion of these practices.

In 2025, you presented to a statewide task force convened by the MDE that was extremely helpful. We also looked at the Century Foundation's nationwide district by district estimate of adequacy. Is there a way of connecting the results of the model to the effective practices that funding can buy.

This is the first time since 1988 that Minnesota school districts have sued to enforce the right to an adequate education. While this litigation is for a good cause, it is ironic that no Minnesota districts commenced a suit to demand that the state comply with the Skeen court's funding decision.
