I track sanctioned ships on AIS — name changes, MMSI switches, where the lists disagree. Building hullcipher.com.

Correction to post 2: we hadn't looked yet. In our archive since 1 Aug, three of the four were on air under their own names, on Russian numbers. We last heard CHAIVO on 30 Sep off Nakhodka, PORTOVYY on 27 Sep off Zhoushan, China, and AVACHA on 10 Sep off southern Africa. GALLE ENERGY, never.
Table of the eight ships the UK listed on 1 Oct 2026, with the date each of the US, EU and Canada listed it, and when we last heard it. CHAIVO, PORTOVYY, AVACHA and GALLE ENERGY are on no other list; we last heard them 30 Sep, 27
  Sep, 10 Sep and never.

We heard 46 ships stopped at that anchorage between 2 and 6 AM EDT today. Four are on sanctions lists: ARLAN, VIKRAM, OASIS and SHPINEL. Six listed ships sat there on each of the last two days, level with our busiest in two months. Most August days had two.

Yes, all five are on Sierra Leone numbers, and no sanctions list publishes any of them. This is their way back. They left Egypt's north coast between 20 and 28 Aug, passed Gibraltar between 29 Aug and 3 Sep, and reached the Gulf of Finland by 15 Sep.

Three sanctioned tankers at Istanbul went quiet on AIS within twelve hours on 17 Sep. Great Jacombo (IMO 9319703) at 10:18 UTC and Fu Hai Wan (9368235) at 21:57 UTC, alongside each other at the same Tuzla berth. Lara (9221475) at 13:25 UTC at the anchorage off Yenikapı. None heard since.

An LPG tanker OFAC lists as BATELEUR (IMO 9045807) has spent the week off Sharjah renaming herself one keystroke at a time: CRAVE on Sep 13, BRAVE by the 14th, BRAVO since the 17th. Same transponder, same call sign, same destination. Was someone fat-fingering the name until it stuck?

Three sanctioned tankers, real tracks 100 km apart, one point they all keep snapping to: Fokino, Ussuri Bay, 12 Sep. Mirabel (IMO 9511521), He Bo (9408554, on air as Xing Yuan), Vostochny Prospect (9866392). A minute or two on the spot, then back on track. Interference, not a ship lying.

Her ISM company in THETIS, "Marn Aung Chanthar Co.", is on the Myanmar register as Marn Aung Chan Thar Co. Ltd: Yangon, 23 Jul 2025, not foreign, activities incl. crude extraction and water transport. Not a forged flag: issued to a company that qualifies on paper. myco.dica.gov.mm

Doesn't need to come available. Names aren't unique, so two ships can carry one at once. Since June we've seen 15 names on two different sanctioned IMOs, mostly overlapping: PRIMORYE on two hulls all summer, FLORA on three. BARENTS went from 9278600 to 9384447 on 10 July; both still turn up.

We lost her early on 6 September, eastbound in the Alboran Sea at 10 knots with To Order as her destination. She hasn't come back up since, at least where we can hear. So the run to Tobruk looks to have been off AIS. Was she transmitting at all when she docked? hullcipher.com/vessel/9349291

One of the tankers in that gCaptain piece is one we follow. MIRABEL, IMO 9511521, hadn't been heard since 1 August up in the Barents Sea. She came back on AIS on the 12th just south of Askold, and for six hours her position kept snapping to one spot in Ussuri Bay.

The tanker in gCaptain's Arctic STS story last week, MIRABEL (IMO 9511521), switched her AIS back on Friday south of Nakhodka. For about six hours her reported position kept snapping to one spot in Ussuri Bay, 60 km from where she actually was, while she steamed east at 10 knots.

She was transmitting as Mystery on an Equatorial Guinea number in the Gulf of Suez until 20 August. Two and a half days later Russian 273127330 started up as Spessartin from the same spot. Destination has read For Orders all week.
Map of the Mediterranean. Two tracks for one hull: violet eastbound to the Gulf of Suez under Equatorial Guinea MMSI 631010091 as MYSTERY; cyan westbound from the same anchorage under Russian MMSI 273127330 as SPESSARTIN. Side panel lists the names each sanctions authority uses.

Seven authorities have sanctioned IMO 9418494. Six of them publish no MMSI. Their vessel records don't have a field for it. OFAC publishes one, 352002209 — her old Panama number. We've only ever heard her on 461000231, under Oman. hullcipher.com/vessel/9418494
