!! NEW PAPER !! In this new paper, we shed critical light on the way in which the turn towards more space for public investment has been celebrated as a solution for the shortcomings on the EU fiscal rules.

Second paper from our #assetstruggles SI now online: @hadoose.bsky.social makes the crucial point that asset struggles over climate governance not only include climate vulnerable & climate forcing assets – but that climate policy itself often takes an asset form, reconfiguring power. Check it out!

🚘 Why is the German EV transition so slow? One reason: The industry tries to squeeze maximum profits out of old technology. 🔎 I show that incumbents use their business power to push for policies allowing for such profit squeezes. It, however, is not always successful. doi.org/10.1177/1024...

I contribute not only to understanding the relation between business power and the EV transition but also to debates on the politics of crises. I show that particularly when growth packages are drafted, vested interests use their power to achieve policies beneficial for them.

(4) 📊 Methodologically, I apply theory-testing process tracing in a comparative design and triangulate interview data with newspaper articles, government documents, and descriptive statistics.

(3) I find that while the automotive industry used the high salience context to freely frame the measure as beneficial for the economy and environment in 2009, a framing counter coalition consisting of economists and NGOs restricted its business power in 2020 and won the framing contest.

(2) In my first single-authored paper, I apply business power theory to explain why the German automotive industry successfully pushed for an ICE premium during the financial crisis and not during the covid pandemic. I argue that winning framing contests is crucial under conditions of high salience.

There's a global race to secure EV battery gigafactories & reduce reliance on China. But not all clean-tech projects are created equal. Some generate good jobs & domestic capacities, others produce ecological harm & low value-added enclaves. New paper & thread 👇 www.tandfonline.com/doi/full/10....

(5) How does Industry 4.0 Inc. relate to the former Germany Inc.? While in Germany Inc., industrial firms were fully embedded as both acquirers and targets in cross-shareholdings, Industry 4.0 Inc. emanates from industrial firms’ role solely as investors. The result are indirect intersections.

(4) We find that German industry shifted its M&A activities toward minority holdings in the digital technology sector. These transactions give rise to Industry 4.0 Inc. which encourages inter-firm coordination.

Jonas Horn @jonashorn.bsky.social · 21/04/2026
(3) We construct a novel dataset of 2,483 M&A deals by 38 firms in the 2000-2021 period. We analyze this data via descriptive statistics and network visualization. Finally, we provide four vignettes of alliances that illustrate how M&A allows to address the dual challenge.

Jonas Horn @jonashorn.bsky.social · 21/04/2026
(2) We identify the development of digital technologies and corresponding skills as a dual challenge for industry incumbents. M&A allows firms to overcome this dual challenge. Persisting coordination in the German political economy then leads to a novel structure emerging.

Back in the good old days of Twitter, the European Copyright Directive of 2019 (EUCD) was a hot topic. Some users thought it would stifle free speech, while others believed it would stop Big Tech from exploiting artists. How did platforms shape this debate and why were they (un)successful? 🧵
