Just to be clear, the Preamble to the Constitution says the government exists for six reasons: 1. To form a more perfect union (between the states) And to provide the people with: 2. Liberty 3. Justice 4. Tranquility 5. Public Safety 6. protected General Welfare Not necessarily in that order.
