An alternative remit for UKRI, Cox suggested, could be to “make Britain the best place in the world to do science". "Just do that…I don’t want you to micro-manage the levers of growth, because you’re not capable of doing it and you will make mistakes, in my view," he said, citing STFC cuts.

UKRI shouldn't be "trying to engineer growth" and its economic remit is leading to "serious problems" in the science system, Cox said. His argument was that while research will result in economic growth, that impact cannot be planned, and research must be "about exploring the unknown".

Almost exactly 6 months ago, RPN was leaked a document presented to STFC staff that said the council had to reduce spending by £162m by 2029-30 That kicked off months of debate on how cuts would be made But only now has it become clear the total cost savings needed over 4 years is in fact £684m 🧵

There may be shifts in balance of research funding, away from fundamental towards applied, and in the geography of research funding. Burnham ally Jim O'Neill has urged a shift in R&D funding to places and institutions with greatest economic potential - a potential hit to parts of Golden Triangle?

Moving science into an expanded business dept is an attempt to "align our science and research base directly with commercial application and job creation", as the government put it in a WMS yesterday. What Dbist does with R&D budget it inherits from Dsit - £58.5bn over four years - will be crucial.

Burnham's decision to abolish Dsit has taken some flak from science leaders. But big picture behind it is Burnham's vision on the economy - in particular on remedying the legacy of Thatcher-era deindustrialisation. This may mean controversial changes on balance and geography of research funding.

I spoke to a few people involved in randomisation in research funding in some way for this piece, none of whom seemed to be aware that UKRI had moved towards lotteries being an optional tool in grant assessment Most were also supportive of the idea in general, but there were plenty of questions 🧵
