they haven't given any thought to the idea that Linux distros lack the resources and structure to comply. This requires a central db of accounts tied to users and age so the operating system provider (the distro) can send the signal to the app devs for every dl and every launch of the apps

the law says "operating system providers" shall send the signal to the app developers, not "operating system will send the signal" They assume you have an online account and that is where it is stored once set. This makes it tamper-proof Storing it on your PC would be too easy to circumvent
