Here, by the way, are NOAA's ENSO forecasts from March which predicted strong La Nina (Nino3.4 ~ -1.7) conditions by this November, compared with the actual neutral conditions (Nino3.4 ~ -0.14, marked by 'x') we are instead seeing:
