Oh, and I also go with education possibly applying (highest stat only). High EDU can also reflect someone who has the focus and determination to apply themselves to learning, day-in-day-out, so will know lots of pertinent information.

My approach is to give a +1 if the characteristic exceeds the difficulty. It's a bump, but not a huge one, and only applies if it isn't a really difficult problem.

Ministers are also (generally) MPs, and resign when they disagree sufficiently with what the government is doing. When there is a major leadership crisis, it's common for several ministers to do it together, to put more pressure on the PM to resign.

This is routine when a PM may not have the support of their party. Remember, no-one is elected to be PM, they are just the person whom the majority of MPs are willing to support (initially the leader of the largest party).

I recall seeing the same thing done a few years ago, looking for matches to constellations with either the London Underground or the New York Metro. It was to prove that finding matches using a handful of the thousand-odd temples around Anghor Wat didn't mean anything.
