Dems voted 'no' because they know they can't reach a majority vote to impeach. Even if impeached, it takes 2/3 vote of Senate to remove him from office - what 20 Republicans would vote with Dems to remove him. Then, what are the odds SCOTUS would enforce his removal - zero to none.
